Douglas County ICE Transfers
No dedicated ICE detention center in Douglas County was identified, and no current ICE housing contract at DCCF was verified. An immigration detainer can still affect an individual held at DCCF. ICE can take custody after the county event ends without making the county jail an ICE contract facility.
If DGSO reports release to ICE, describe it as a transfer to federal civil immigration custody. Do not call it release to the community. The DCCF event should identify the receiving agency or destination when recorded and available. ICE then becomes the responsible custody channel.
Search the ICE Locator
The ICE Online Detainee Locator is designed for people currently in ICE custody and people held in Customs and Border Protection custody for more than 48 hours. Search by A-number and country of birth when those facts are known. The alternative uses exact biographical information.
- Confirm the person's full legal name and spelling variants.
- Use the A-number without guessing and enter country of birth.
- If needed, use the biographical route with exact identity data.
- Read the named facility or contact instruction in the live result.
- Contact ICE ERO if a documented transfer produces no match.
An A-number is a federal immigration identifier. It is not the DGSO CHRI number, county inmate number, BOP register number, or KDOC number. Mixing identifiers can create a false no-result. Ask the person's attorney or the transferring agency for the correct number when legally available.
ICE No-Result Limits
A no-result is not proof of release. It can reflect spelling or identity mismatch, a processing delay, custody too brief for the stated CBP coverage, transfer, a protected record, or another locator limit. Juveniles and some protected cases may not appear. Do not try to defeat those protections.

The locator screenshot attempt in the project manifest failed with an access error, so no image is used. That failure also reinforces the need for telephone and agency fallbacks. It does not establish that the official locator is unavailable to every visitor.
Confirm the DCCF Transfer
Begin with the DGSO current-custody report and Booking Recap. Preserve the full name, booking number, CHRI number, arresting or holding agency, court, case number, and location. Absence from the next four-hour report is only a clue.
Ask DGSO Corrections for the booking or release event showing admission time, release or transfer time, disposition, and receiving agency or destination if recorded. Corrections can be reached at 785-830-1000, and the PIO at 785-832-5113 can assist with records routing. DGSO's online records portal is labeled for accident and offense reports, so jail-transfer applicability is not guaranteed.
Then compare the ICE result and any attorney information. If the county record names ICE but the locator has no match, contact ERO. If the record names USMS, another jail, or KDOC, use that system instead.
ICE and DHS VINE
DHS maintains a separate VINE interface at DHS VINE. It should not be silently merged with Kansas VINE. Douglas County's Kansas VINE covers custody information supplied through participating state and local agencies, while DHS VINE is a federal Department of Homeland Security channel.
A Kansas VINE change may mark the end of DCCF custody without showing the full immigration destination. Use the county event, ICE locator, DHS VINE, and ERO together. Notification systems are supplemental. Alerts may be late or missed, and urgent safety needs should use law enforcement or qualified victim-service channels.

Immigration Release Records
Different agencies hold different parts of the record. DGSO controls its DCCF event. ICE controls federal immigration detention information. The immigration court or other federal tribunal controls its own proceeding. An attorney may hold notices that are not public.
For the Douglas County event, request the smallest record that shows whether custody ended in community release or transfer. For ICE information, use the federal process and the correct A-number. Protected, security-sensitive, medical, juvenile, and other restricted material may not be available publicly.
A locator result is a status tool, not a complete immigration case file. Likewise, a county jail record cannot decide immigration status. Keep the claim narrow: which agency had custody, what event occurred, and which record confirms it.
After ICE Custody Changes
An ICE result may change after release, transfer, removal, or another event. The online locator is chiefly a current-custody tool, not a complete historical release archive. Save the date of each search and do not describe a missing result as a final discharge.

Research reporting mentioned a Kansas county ICE facility in 2025, but contract conditions can change. No current DCCF contract was verified. Do not infer a destination from older reporting. Use the current agency response and transfer record.
ICE Transfer Verification Examples
A DCCF record may show release to ICE while the locator returns no match. Processing delay, spelling mismatch, an incorrect A-number, or a protected record could explain it. The safe statement is that DGSO recorded a transfer and ICE's public tool did not resolve the present location. Contact ERO and counsel rather than declaring release.
Another county event may identify USMS instead of ICE. Although both are federal channels, they are not interchangeable. Review the federal criminal docket and ask USMS or the holding facility. An immigration locator no-result adds little when the documented receiving agency was not ICE.
A Kansas VINE alert can also mark a county custody change. If an immigration detainer remained, the alert does not prove community departure. Compare the DGSO event, DHS VINE, ICE locator, and current agency response. Each system has its own scope and update pace.
ICE Release Planning Questions
Authorized family members and counsel can keep inquiries narrow. Ask which ICE field office has responsibility, which facility currently holds the person, what identifier the office needs, and how approved communication works. If release is reported, ask which record states the date and whether conditions or another custodian are involved.
The research did not establish a Douglas County ICE release site, a standard hour, family waiting area, local transportation, property process, or DCCF immigration contract. None should be promised. A facility named in older reporting may no longer serve the same role.
Immigration proceedings are civil, while a federal or local criminal case is separate. A change in one does not automatically resolve the other. Use qualified counsel for legal meaning and agency records for custody facts. The locator is designed to locate, not to explain every case outcome.
Douglas ICE Source Cross-Check
Check the DGSO current report for agency and location, then preserve the Booking Recap identifiers if the booking is recent. Neither report is an immigration case database. Their role is to establish the Douglas County custody episode and route a request for the transfer event.
The court field can also reveal whether local criminal proceedings remain. A release on one charge may coexist with an immigration detainer or another warrant. Review each case and hold rather than assuming the end of a local matter removes every restraint.
If ICE confirms a current facility, use that facility's approved contact rules. If ERO confirms release, ask what public record documents the event and whether another custodian took control. Do not publish a private destination or protected personal detail. The useful public statement is the verified agency event, date, and status within the limits of the source.
